A former Officer-in-Charge of the Regional Operations of the CHED-UniFAST leading and managing 170 Regional Coordinators in 17 Regions of the Philippines in implementing the programs under Republic Act 10931 or the Universal Access to Quality Tertiary Education. These programs are the Free Higher Education, Tertiary Education Subsidy, Free Tech-Voc Education and Training, and the Student Loan Program.


With the knowledge and expertise in these student financial assistance programs acquired over his stint at UniFAST, Andrew Begafria shares tips, guides, and useful information to students to increase their chances of getting these scholarships and grants.


He deeply believes that a young individual only needs one opportunity to change his or her life for the better. Thus, he founded and created buildnation.ph, a public service initiative that aims to be a platform where all available opportunities (scholarships, grants, career, and more) are easily accessible in one place, while enabling and empowering young individuals to be able to grab these opportunities. To provide them with innovative tools and ideas, that can empower them to build and transform our nation.


He believes that the young individuals who are mostly tech-savvy are the future, the ones who can build our nation better. All they need is one opportunity to reach their full potential.


He is also deeply interested in studying IT governance design frameworks, software systems, and policies to implement effective digital governance in the Philippines and how it can be used to transform bureaucratic systems, public service delivery, transparency, participatory governance, and nation-building. All of this is in line with one of his great passions and mission – making public service delivery convenient, proactive, and inclusive.
